Abstract

The disorderly growth of cities is a worrying dysfunctional dynamic, despite the unplanned
urban growth of rural localities have been able, without a doubt, to go unnoticed until it is at a
point of rural-urban interface; This is when the government entities initiate the generation of
development plans and programs, however these take a few more years for publication, thus
leaving that point of swap to the urban pass, generating various problems, not only around urban
growth, but also in the environment and the quality of life of the population.

The purpose of this research document is, using the Methodological Guide of the Program of
Emerging and Sustainable Cities of the Inter-American Development Bank (IDB), to identify the
negative actors of the rural town of Piscila, to broaden the vision of the future plans and
development programs, thus finding a solution to the impact in the transition from rural to urban,
at an opportune time for the locality to grow in a sustainable manner.
