Abstract

This article aims to point out and analyze the policies and practices of conservation and social appropriation in the historic center of Culiacán, from a conceptual reading of urban policy in the World Report on Culture and Sustainable Urban Development, Culture: Urban Future; considering monuments, heritage and their traditions, as cultural expressions for the benefit of people and keys to the urban development of cities. At the local level, these policies and practices are derived from two partial plans: Partial Plan Historic Center of the city of Culiacán 1995 and Partial Plan Culiacán Zone Center Vision 2030. To begin, we mention the conceptual implications, continuing with the delimitation and evolution of the study area, as well as the urban and architectural interventions as a background on the subject, to arrive at the clarification and analysis of urban policies and practices, contemplated in the two urban
instruments. Finally, as a conclusion we reflect on its contribution to the conservation of architectural cultural heritage and appropriation for the benefit of society and sustainable urban development.
